Why ask a question that you simple can self confirm with start 2 times OBS?
you can select in OBS the Network interface that are used for.

if you establish your setup that you have a interface for Route 1 and another for route 2
then you need only start OBS 2 Times
more "easy" is to send the stream to a selfmade RTMP server that send the data to 2 or more targets or use "restream" services
the question simple sounds you are try to stream identical to different targets.

Where i can select network interface in obs?
My ip blocked by twitch so i cant ue reastrem bcs seems they use my original ip.
Is it hard to create my own rtmp server ? It it hide my original ip from twitch?

for your "understand" "restream" is like you call a friend to ask call 3rd Party to ask a question without tell them specific that You asked this question and not the "caller"
the "Stream URL" is "connection specific" so it makes no change if you use self/restream/other to stream to this target, this target is "banned/marked/connection" or whatever you will call it.

the true that you not understand this "basics" tells me that you don't have the "need know" to create a new twitch account without let twitch know that you are a banned user, the chance that the "new" accound is "dead" before you realize is 99.95%
A Alexa device or a Smart TV that used 1 time with twitch marks the new acc as double of the banned (no need to active use, there all talk in time frames)
