Oh man...I tried a lot of things found on google. It was only in SLOBS too so kind of got thrown off, but I just so happened upon MY solution. Maybe it will help YOU too, person reading this...

Windows 10: Settings-->Privacy-->scroll down on left side to microphone (can also just search microphone privacy). Toggle "Allow apps to access your microphone" off....then toggle it back on...

I have been going crazy over the audio monitoring/monitoring loop, I spend days googling and asking chatgpt to no use, today I try googling the issue differently, this link shows up, I go to the 3rd page and there you are, in all your holiness, ready to rid this world of the mindbreaking Audio loop problems. hats off for you buddy, I owe you a drink.

Thank you!! This solved it for me but only temporarily. This what what my Permanent solution was, hopefully this helps someone else too!

Windows Settings, Sound Control Panel, Recording tab, Highlight Mic, Properties, Advanced
Uncheck the "Allow application to take exclusive control"
I think mine got rechecked in an update or something, because I have actively disabled it before
