Before I start with my issues I will start with my graphics card it is a radeon 3100 on a toshiba satellite running windows 8 and I have no problem running Xsplit but I was recommended OBS because it is free for all the functions that you would have to pay Xsplit for, and I am getting the issue of "Could not create d3d 10 and swap chain" error, I know my drivers are up to date because I had to do this for my minecraft. I know that my computer has d3d 10 because I needed that for some other games that I know I can not stream, and I do not know if there is something I have to do on windows 8 to make this run or not, any help would be appreciated.

If you are receiving an error, please post the log file. It helps with troubleshooting since we don't know what other settings might be affecting the stream.

That error is usually due to having a GPU that does not fully support all DX10 features. Many integrated GPUs, such as those from Intel, are included in this group of chips without full DX10 support, and they are missing parts of DX10 that OBS uses. You should look into getting a discrete GPU for your computer, if possible.
