Question / Help Hybrid Internet with OBS

tl;dr: I need an option to set upload traffic.

So basically I am streaming since 2 years right now. And last year I wanted to upgrade the quality by getting a better internet connection. So I thought to myself well 50k should be enough. Since im in a city near Berlin I guessed it would not be that hard.
Well I was wrong.
I found out that one company offered a Hybrid Internet Connection ( 16K DSL [the highest I can get here] + 50K(!!!) LTE).
I bought it faster then I could say Hybrid-Internet. And there I was.
What I did not know when I purchased it was that the LTE connection just gets activated when I reach the limits of the DSL. So I tried everything from putting a second router behind the Hybrid one, disconnecting the DSL when I was online to just use LTE etc. There where allways problems like: Internet was to slow, ping was to high, I disconnected after a few minutes or the Bitrate jumped everywhere. A few days ago I thought to myself:
"What would happen if I just make a Teststream for Twitch with the maximum of my DSL upload and then open another instance of OBS for the regular stream?!"
And it worked!!!
This is really nice and I hope that it also helps others out there but it is not perfect.
Since I have two instances open I use more resources which is bad for a singel Streaming-Pc Setup.
And yeah I use the lowest settings I can with a 480p Video, 1FPS, Fastest CPU encoding and 1500 Bit/s upload.
So I wanted to ask if there is an option or if this could be implemented in a future version of OBS?
