(First of all sorry for my bad English)

So I'm new with OBS and kinda get the basics. When I'm start recording then edit with Premiere Pro it reads as audio file while in windows it clearly Mp4 file

Am I doing something wrong?

My laptop specs:
AMD A12-9720P RADEON R7, 4C+8G 2.70 GHz

Premiere has issues with MP4s recorded directly by OBS.
Additionally, MP4 is not a recording-safe format, and should never be recorded to directly.

Record to MKV (or FLV if you only need one audio track), then use the 'remux recordings' option under the File menu in OBS to convert them to MP4 after the recording is complete. Premiere will work much better with remuxed files.

Already done that, but same results MKV or FLV Remuxed back to MP4

Can you play back the video file outside Premiere?
Sounds like it may be a Premiere problem, if so. We can't really provide support for Premiere here, it's out-of-scope for the OBS Support forums. May need to look around for a Premiere support forum instead.

Outside premiere plays fine. But in premiere it reads "audio only"

not used Premier but know that there is a "old" issue in Premier with Supported mp4 settings related to the encoder
try different settings of Presets and the other settings
sounds for me that the used settings is not "h264 default" so Premiere say NO
btw variable bitrate encode setting for record? default for record is Quality based
