how to use the ffmpeg video filter?

I want to use -vf "setfield=tff,scale=interl=1" on custom output ffmpeg in OBS
What is the command line in the OBS ffmpeg video encoder settings to apply this?

OBS Studio doesn't include ffmpeg filters. It uses its output module for encoding only.
