3500 is barely enough for a low-motion 720p60fps stream, let alone fast paced like a first-person shooter. Try upping the bitrate to 4500-5000 if your connection can handle it, or lower FPS to 30 if it can't.

You should be fine to use 4500-5000. Test it out and see.

However, speedtests are pretty useless in general. Try the autoconfig tool in the Tools menu to run a bandwidth test to Twitch.
