Question / Help How to stream with low upload speed ?

Guys Ive been playing around with my settings in OBS and I cant find any way to have stream running without laggs or streaming with ingame laggs.
I have a good PC: Intel i5 3,2 Ghz 650 (1st gen)
4Gb RAM DDR3 1333 Ghz
AMD Radeon 5670 HD GDDR5 DX11
Upload: 0.62 ==> This is the problem
Unfortunately I cant get a faster upload speed from my internet provider, or from any internet provider in my country atm.
I would stream World of Tanks, its a MMO game with a lot of stuff going on and a lot of details while you are playing.
So I should leave atleast 150mbps upload for the game to play without laggs right ?
So Im kinda stuck on this upload speed and I need to find a way to stream at 480p or 360p (There is no point of streaming in 240p)
So guys If you can tell me what settings should I put on please tell me, I would be very thankful. Cheers :)

You'll probably need to stream at 240p; that really isn't enough upstream speed to stream anything recognizable.
I'd recommend going to a 'slower' encoding preset, but the i5 might run out of gas (well, maybe not at 240p)... it's a great gaming-only CPU, but tends to creak and wheeze when you try to get it to do real-time video encoding in addition to gaming.
