Question / Help How to stream in 720p?

I saw somewhere that people would like 720p 60 FPS more than they would like 1080p 30 FPS, but whenever I lower my bitrate, my stream always ends up being 1080p.

Does a higher bitrate have more CPU Usage (aside from bandwidth)?

Also, how do I downgrade my stream to 720p? I've tried lowering the bitrate substantially (I have 11 MBs Upload), but it seems like no matter what, it'll always be 1080 but really grainy. I want a clear stream but, i'm not partnered with Twitch, but I see people sometimes with good quality streams and they aren't partnered.

Resolution is not dependent on bit rate. Your resolution is entirely dependent in what you enter for your Base resolution in your Video settings in OBS. You can neter 1080p, and then downscale it to whatever you want. But lowering your bit rate won't lower your resolution at the same time. Instead, you'll just be making worse and worse quality recordings at the same resolution as before.
