How to setup a good obs with this stats (pc/gpu/internet connection)

First of all , im Sergiu and i tried countless times to set obs for Youtube Stream/Recording and Twitch Stream/Recording .
After many tutorials and many questions i search and i check all my pc specs ,bellow i have this specs

If anyone can help me with some hints or with some good tutorials will be great , i need some info about BITRATE in obs for Twitch i need 6000Kbps and for Youtube i need 15000Kbps and i have this

For each profile (youtube and twitch) run the Auto-configuration Wizard (tools menu) and apply its settings. Do not change them. Restart OBS. Yes, do restart OBS.
Perform a test stream/recording of at least 30 seconds doing as you normally do, including playing games, full camera or whatever you normally do.
Now look inside Help menu. Upload the current log file and paste the url to the log in here. Click on the Analize button to start troubleshooting common issues.

Speedtest means almost nothing for streaming. Use this tool instead (twitch only):
Anything bellow 90% quality is bad and most probably an issue on your ISP.

You don't need dinamic bitrates enabled unless your network or the ISP network presents issues. Please make a test without this.
What was the result of the TwitchTest? Can you post an image of it.

Reduce the amount of filters you're using in the sources. Your CPU is kind of old and could hit a bottleneck.
OBS already have websocket built in. You don't need the plugin unless you're connecting to an old websocket server.
