Question / Help How to set settings?

Hi i try streaming and it streams good but after 5s of good stream it frezze for a sec of two, then it continue.That happens every 5-10 s.
So my question is how to set settings so i dont have freezes.
My comp specs are:

Athlon 955 X4 3.2
Ati Radeon 6850 1gb 256bit
4gb ram memory
Monitor 21,5' = 1920/1080

And my internet is:

Interent speed 10/1 mbps
This is speed test but upload is 100 kb/s

So how to set settings?
Im streaming game League of legends. And im streaming it on twich.tv
I try edit everyhing but no success. Maybe u can help me better.

You unfortunately have a fairly low upload rate. You'll have to downscale a ton and use an incredibly low bitrate. Honestly with that poor upload rate, I'm not sure if you can even really stream a decent image.

I have some facebook friends that have same internet as i, they stream and its not hd stream but its 360p or maybe 480p so its ok... Pls tell me how to reducate settings.

Just to note sometimes my upload comes to 110 kb/s but its avege 99 kb/s. And its possible to strema that speed but low quality, so what are settings for low quality?

So 480p is 720/480?
So how to set it ?
Resolution downscale? 1,2,2.25,3 ?

480p is 2.25 if you native resolution is 1920x1080p.
