I think, you are looking for the Tools > Scripts. OBS shipped with one script ("instant-replay.lua") that uses media source and replay buffer to playback recently saved replay file.
If you simply looking for a file that replay buffer creates on button press (special button to save replay), then you need to hit "save replay" button first, only then the file from PC's RAM will be written to the disk.
Start and Stop replay buffer keys just ensures that the feature enabled/disabled (replay buffer consumes RAM, so replay feature was made optional).
