Use Desktop version of skype with NDI enabled
Add Skype NDI as a source in OBS.

Do you have https://obsproject.com/forum/resources/obs-ndi-newtek-ndi™-integration-into-obs-studio.528/ installed on your PC?
Also, do you have NDI Tools Installed?
