You can set your base stream resolution to a 16:9 resolution, center your capture, and then fill the background with something other than black. Stretching it isn't ideal either. OBS is transmitting at 5:4, so the black bars are not 'generated', instead your video is just centered within the 16:9 twitch player. When the viewer maximized their screen, it will fill it in to the monitor in the same way, and if the viewer's monitor aspect ratio matches yours, then it will fill their entire screen.
