Hello (sorry for my english) i want to help someone who have the same problem, i still have this problem but i fix that using free VPN method. All you have to do to download and install program CyberGhost 5 or other versions its freeware and no speed limit but some times It depends on how many people are using the server. If you install the program you must connect to VPN server in the same city or country you want streaming, so (if you streaming to Frankfurt Germany Twitch.tv server you must connect VPN to Germany Frankfurt or other city in Germany) this is working for me and i do not have any dropped frames :) good luck.
