First update your bios, many manufacturers address this issue through bios updates. If the problem persists, you can address the problem in windows directly.
This seems to happen most often after installing a capture card. This happened most recently on my end after installing an Elgato HD60S.
The glitch is caused by intermittent power output to the camera through the USB ports.
