Tried everything: Installing plugins, reinstall amd drivers, and yes. Fully Formatted my pc and reinstalled everything. But nothing works...

Yes, buy a GPU that actually has the feature you are trying to use. The GPU you're trying to use is several years old and does not have this feature.
