How should I go about trying to automatically turn a source on and off, based on a website's behavior?

Basically I want to turn my webcam (a video capture device source) off when certain lines of text appear on a webpage. And then back on when other lines of text appear. Would this be something I use the obs websocket plugin for? I downloaded that but cant figure out how to use it, or even if I downloaded it correctly. Thanks for the help.
