How reload OBS after windows start without Popup that has been closed uncorrectly

Hi, I've a PC running OBS showing a mosaic of videosurveillance cameras, when the power goes off and the PC wakes up again when the power comes back, OBS starts and show me this popup, if I want to run in safety mode, how can I remove it and start always in normal mode?
Another question, how can I start fullscreen? (Open preview projector)
