Capturing methods are vary. Obs use the help of gpu for capturing the screen but it' still too hard and stressful job for cpu to take it all, compress and give it. If you have a hyperthreading cpu like i7 it will be easier to stream at 60 fps but otherwise it is still too hard not only on your computer but your upload bandwith as well.

Bandwith wise, it's actually not that much more intensive. You only need a little bit more bitrate, as every individual frame is less important when streaming at 60fps. The CPU load is definitely more noticeable, especially at resolutions of 720p and higher.
As always, it really depends on the hardware you are using to stream.
