Question / Help How high can I go?

Well, i've played around with the program for about a year now and just now started having lag issues(a lot of lag issues). So, after exhausting all of my knowledge I now beseech you all to see how high I can go and what settings I should have for my stream :S.

[Side note: I mainly stream League of Legends if that helps at all.]

CPU Advice

Set downscale to 1.5x or 2.0x to achieve a lower resolution
Set FPS to 25
Game Advice

A bitrate around 2000-3000 is sufficient for RTS and other low motion games
Use game capture if possible for maximum performance.
Use window capture with Aero enabled if game capture is unavailable.
Network Advice

Your upload speed is sufficient for 720p / 1080p
Enable CFR for compatibility with streaming services
Enable CBR for improved stream stability
Recommended max bitrate: 3500
Recommended buffer size: 3500

See i've done everything in that besides the FPS and the downscale and it still lags. That's why i'm puzzled :S..

And when you say "lags", do you mean you get high ping in game? Or your game starts performing worse (lower FPS)? Or the stream suffers? 'Lag" is a very ambiguous word in this context.
