I have one lbs open with the webcam being a circle and other open but the webcam is also a circle I want this one to be default though.
How do I use my virtual camera but with different effects on each?

In OBS, make two scenes, and add the camera to both scenes and make sure there are no mask added to the camera source itaelf, and name the scenes to something that makes it easy for you to recognize.
On the circular camera scene, add the circular filter to the scene, not to the camera sources.
On the default camera normal camera scene, leave it as is.
If you want to have both the circular and the standard camera inside of a single scene afterwards, simply make a third scene, and add the existing two scenes as sources. Otherwise, you should now be able to switch between the two as you see fit.
