How do I Simultaneous record sound and play it back delayed

There is a difference of about eight seconds between the sound of my Airband transceiver and FlightRadar24

I would like to record the radio input and play the SOUND back simultaneously after an 8-second delay through my PC speakers. How can I achieve this?

I wish there was a delay filter, but there isn't. There's this, but it happens *after* the Monitor splits off, so it only works on the stream and recording, not the speakers:

There's a VST filter, which you can use to host any VST plugin. Lots of those to choose from. Surely there's a delay in that format that you like.

But if that's all you're doing, there are standalone VST hosts that are much lighter and easier to use for that purpose than OBS is.
