How do i record full screen in 1920x1080

Uh in the picture Terraria isnt covering full screen how do i make it cover full screen?

Don't use the rescale options, those are for reducing the size. Your game is likely not running at 1080p, OBS can only capture as big as it is rendering.
 
In that case, reduce the canvas size in OBS video settings to 720p. Then the game will fill your canvas.
