like i want to clone my hdmi signal to the capture card
The best capture cards have passthrough but if you have a splitter you will need an actual splitter, not a cable. the other choice is to duplicate your displays. plug in both cap card and monitor to the GPU. then press and hold [windows key] + then tap P to change to Duplicate. release windows key when you are over the clone. in AMD software this mode it called clone.

Many graphics card might have 3 outputs, but can only output 2 at a time. Maybe unplug a monitor?
For some graphics card, active DisplayPort adapter/monitor can be used for more then 2 outputs at a time.

Flashing green screen? Try switching HDMI cables to check if one HDMI cable might be bad.

What's your gaming computer's CPU and graphics card?
What HDMI splitter you have?

yup what same said. your best bet in this case is to get a somewhat pricy hdmi splitter (not a cable like a blackbox brand splitter) and plug your game monitor and cap card to the outputs.

cable splitters will not work with non-identical devices.
