If your chat is just a just a static website, you can use Chrome/Edge/probably any Chromium based based browser in App Mode by copying and modifying the target in the shortcut of that browser. Example:
Target: "C:\Program Files (x86)\Google\Chrome\Application\chrome.exe" --app=https://obsproject.com/

Then you can keep that window open while OBS is minimized.
