I am new to twitch and i always see other people with chat boxes on their screens. How do i get one?

You can window capture a popout chat window for example. Or you can use the Browser Plugin to open the popout chat website and show it directly in OBS. Or you can checkout "tools" like KapChat: https://www.nightdev.com/kapchat/ and others.

can i use clr browser?

Yep. CLR in conjunction with something else. I'd recommend either NightDev chat, or I use the TwitchAlerts chat-box for my own stream at this point. The Twitch popout chat probably wouldn't be the best for embedding with CLR.
