That has nothing to do with the AVerMedia device, nor with Stream Engine. We're going to have to see your settings.

OBS MP 32bit with Standard settings, everything default.
If i encode with Medium Preset (4770 CPU) i get about 40-50% Load with Blackmagic Device.
With the LGP Stream Engine Device 90% CPU LOAD on Medium x264 Preset. Explain me this ? :-(

I read the current LOG but it is useless ... only stands "Connecting to RTMP successful".
This cannot help you i think.
What do you need else ?

What are your other settings? We need more than just your CPU preset. Medium is fairly high, by the way. Also, the LGP Stream Engine is fairly inefficient and only works well at 30 FPS, preferably at 720p. The LGP Stream Engine software hasn't been updated since 2013.

I had to start the 32Bit Version of MP because LGP Stream Engine Device is only listed in 32bit.
Stream has 50 FPS and works with high CPU Load as you say the Avermedia Driver is old.
Do you have possibility to contact Avermedia Devs to optimize Drivers with 64Bit Support ??

I have no idea. AVerMedia used to have a forum, but they have gotten rid of that for some reason. There doesn't seem to be a way to contact them.
So you are streaming in 720p 50 FPS. I would instead go with 720p 30 FPS at 2000 kbps. This is what a lot of people consider to be an okay starting point. If you want better image quality I would suggest going lower than 720p, but keeping the FPS at 30.
Have you set up the Stream Engine settings correctly? Make sure the FPS settings are correct. I've found that via Stream Engine the only FPS that works consistently is 30 FPS. Higher FPS tends to induce laggy video for me.
Start with adjusting your video settings, though. 720p 50 FPS with a Medium CPU preset is fairly high. Besides, 3000 kbps is way too little bits for that anyway, and it will cause most viewers to buffer.

They won't. I honestly think they've abandoned the Stream Engine software. The "newer" HD version is just a rebranded version of the 2013 release.
Your bitrate is insufficient for the framerate. No matter how you look at it, your quality is suffering. Your viewers too, probably.
