I remember being able to force OBS classic to always use the same bitrate NO MATTER WHAT. Even if the stream quality took a hit, I would always have the bitrate constant. It wouldn't fluctuate like crazy.
However, the new CBR implementation in OBS studio makes it jump all over the place. I understand the reasoning behind it, and I don't need a lecture on how encoding works, I just wish to know if there is a way of forcing TRUE CONSTANT bitrate, NO MATTER WHAT.
I must mention that I am using the NVENC encoder, not the x264 encoder where I could fiddle with the ffmpeg settings.
