The 'Add Resource' button is missing from my resources screen.

This it was already answered before, you have a new account and this is your first post. After adding the 2FA you need to wait at least 24hs.
After adding the new resource you need to wait for review by the OBS team. This wait can vary between 1 hour to several months.
