Bug Report Hotkeys stopped functioning

As title suggests - hotkeys just stopped functioning.
Things I've tried:

• Resetting the hotkeys
• opening OBS-studio as admin
• restarting computer
• signing out of windows user and back in
• creating new scene collection
• Switching and creating new OBS profiles

No idea why this happened all of a sudden.

Any and all hotkeys that I set:

• start stream
• stop stream
• start recording
• stop recording
• switch to scene <insert any scene>
• mute mic
• mute speakers
• etc.
