Question / Help Hotkeys not working unless I'm on Desktop or OBS on Win 8.1

Hi,

I currently use Win 8.1
I have Numpad 1 and 2 for my Scene selection hotkeys.
I also have stream start/end hotkeys too.

Any hotkeys I try, if I'm in a game or anywhere else other than OBS screen or my Desktop, even if I press hotkeys, OBS will not react to my hotkeys. Is there a solution to this? This did not happen when I used OBS in Win 7.
