Hotkeys not working globally

So I'm trying to set up OBS to act like Nvida shadow play where you can hit a button and save the last X minutes of game play. However I noticed that despite running OBS as admin and having the hotkeys set to "Never disable" The hotkeys do not activate when OBS is not the current active program. I am on a fresh install of 20h2 after it did not work on 1909

So I managed to find a really stupid workaround for the hotkeys not registering.
Having an corsair keyboard means I can use the elgato streamdeck software with the G-keys on my keyboard. (No idea why this isn't just build into ICUE but whatever)
Syncing the two applications together through a local websocket I can now control recording/stop recording with my keyboard.
However, re-plays are not in the default feature set, so using the advance OBS plugin (https://barraider.com/#plugins) I am able to configure a "save replay" button which works.

I don't like this work around, and would still like to have global hotkeys

I am currently using elgato software as a solution to this problem, it supports Corsair keyboards. However, that is just a band-aid solution. I just want to be able to assign it to a proper hotkey not one decided by an extra piece of software...

So I found another solution. The streamdec software is no longer properly functioning and thus I can't use it. Rolling back to OBS 25.0.8 I found that global hotkeys work just fine, all be it that they don't accept f13 through f24.
