I am using an HD PVR and a window capture over its software with aero disabled to stream with. I am running it at 720p 60fps. OBS cannot capture the video with aero enabled via window capture. Using monitor capture with aero enabled caps the stream at 30 fps and the issue still occurs anyway.
Most of the time everything is perfectly fine. However, sometimes there is a massive horizontal screen tear that appears seemingly at random.

It lasts for about 30-40 seconds in this example but I have had it go on for longer. I have even tried stopping the stream/capture when I notice it and then immediately starting it again and the tear will remain until it decides to go away. In this same vod/session it runs perfectly fine before and after the issue.
The tearing does not happen in the source. It only appears in OBS and subsequently in the stream.
I have spent multiple hours trying to reproduce it on demand but I can't come up with anything consistent.
I would post a log file but I can't get the problem to show up immediately to make one during it.
I have no idea what triggers the tearing and am looking for any help and advice on how to figure it out.
