Question / Help Hoping to get some insight into speeding up my stream.

Alright so i was hoping to ask a few questions, but first. here's my specs

Intel(R) Core(TM) i5 CPU 650 @ 3.20GHz
RAM : 4.00GB
64-bit OS
Graphics : ATI Radeon HD 5570

And i'm currently hoping to optimize the graphics capabilities, i'm aware with any sort of stream there may/will be delay's/spikes of course... but that being said i believe i should be able to either Tweak OBS or my own graphics in some way to enhance this.. i also feel as though i have a decent PC put i'm dropping to nearly 10fps while streaming, and i've already lowered the Graphics of the game i am streaming to as low as capably possible. without streaming i reach 45-60 FPS.
Any suggestions? :P and if it is my graphics card that's causing this, could you potentially suggest a graphics card that i can purchase? i'm technically literate.. but not advanced/savvy enough for some of these things, i much appreciate any help that you have to offer. Also, my computer is a Predator series, not sure if that helps.

Downscale the stream from 1920x1080 to 720p or even 540p. Your CPU is pretty weak for 1080p streaming (2c/4t) while gaming. Also your GPU isn't really meant for gaming. HD 5570 is like an entry-level GPU and also old. I'd upgrade to HD 7750 or 7770 (they run games nicely and they are pretty cheap. AND PLEASE NOTE: if you are going to buy 7750, make sure it has GDDR5 memory. Cheaper versions has DDR3 memory.) And ofc if you have more money for upgrade go for 7850 (~$200) or even 7950 (~$300) (powersupply upgrade might be needed if buying 7850 or 7950.)

What games you play so i can recommend a card for your needs? There are many options and i don't want to recommend a $300 GPU for games which runs perfectly on $100 GPU :D So what are your main games?

(And i dont know where do you live but i just used dollars for showing how the price scales :p )

WayZHC Thank you for your feedback, the only games i play at this current time is Diablo3, i also run Various games that require less in the way of graphics, such as Call of duty series, And other cheap steam games
I am from Canada, so your dollar amounts are accurate enough to verify between US/CAD currency. and At this point, with the specs of my computer. would it be easier to build myself a new computer? within the price range of about 800-1000$?
Also i'd like to add i've been experiencing graphics card issues in the way of temperatures of nearly 90C And have been making as many adjustments as possible.

What store you would prefer for the parts? The only Canadian computer(part) store i know is http://www.ncix.com

I can recommend parts for that 800-1000 price point. Just say a store and i will "build" an example build for you which you can use as a reference for the final decision :p

E: And btw that price point is kinda overkill for those games currently but if you are planning to get games like COD: Ghosts or you start playing other graphical-heavy games, you'll get a powerful PC at that price point :P

To be honest.. i love canada.. but our equipment is shit.. if i were to be purchasing a computer i'm not going to go to my local bestbuy or anything. i would prefer to get parts online and have them shipped for self building. so the price-range is yours to play with, as far as a store. as long as they ship to Canada. that's fine by me, also i'd like to apologize for the grammar, you can thank my "Not" smartphone.. it's bugged and half of them i cant correct lol. that being said i much appreciate any help you're giving me, and i cant thank you enough. "In advance"

So i guess the ncix is good for you. I have heard a lot good feedback of them. They sell parts online and they know what they are doing :D if you know/have heard of Youtube channel "LinusTechTips", he is ab employee for NCIX. Thats why i know NCIX :p

Ill post some links for you soon

Hmmmm i was just thinking that you should wait for a bit since new Intel core 4th generation processors are released in June and nvidia releases some new gpus in few days. CPU prices doesn't usually drop when new ones comes so Haswell cpus are worth waiting. So if you don't need the new pc right away you should wait. I dont know any specific release dates, i just know it's in June.

Haswell CPUs comes with better Quicksync features so they will be useful since OBS will support quicksync in near future (current test build already does). Quicksync reduces a lot cpu usage.

Just a heads-up; some people have reported issues with the Radeon HD 7xxx series with a number of full-screen games (The Secret World comes to mind immediately) while streaming.

Personally, I'm running on a Radeon 6870; previous-gen, but provides more power than the 7750, and can be picked up at a significantly lower price as an interstitial upgrade. Also draws *less* power than your current card (IIRC due to the downsize in nanometer scale manufacturing) at full-tilt. It's not going to run the newest games at max resolution with all the bells and whistles turned on, but you can get it on the cheap for the moment, and get a nice performance bump in the interim until you're ready (saved up) for a new full-build with all the absolute-newest parts.

And a another heads-up: Haswell processors DO have a USB 3.0 problem in stepping C1 (release stepping). Bugfixing new stepping (C2) isn't gonna be coming soon. From what i've heard it will be in August-September... nice job Intel.. so buying a Haswell processor before stepping C2 isn't recommended.

Thank you guys very much for all the information, and i'll be sure to give you some feedback when i make some upgrade's & changes, i also have received a significant jump in performance since upping to about 2000 bits, up from 800.. And i'm sure i could go more, but i'd rather get feedback before doing so, i'm not sitting at the graphics card barrier, but with the rig i've currently got i'm afraid to up my graphics card without upping my powersupply, i'm worried about the effects it may have, but i'm going to be looking into a few things. thanks alot!

Also, completely off topic, considering this is an OBS website, i can only assume you may have streaming related questions. and i've put countless hours googling every form of this in an attempt to find a "Token Currency system" for IRC, I've seen it on alot of other streamers pages and now that my stream is starting to grow i think it would be a great thing to add.. that being said most of the streamers i'm referring to are your average "Teen-age Trolls" For lack of a better term.. meaning there is absolutely no ability to speak to this people regardling this without being subject to absolute stupidity/immaturity lol.. If you guys have any idea or insight.. or perhaps you've got a better eye of google/search engine than i do. maybe you could get some better results, thank you very much! and again sorry about the grammar.

So i managed to find what i was looking for, and now i'm stuck at the last step of the process.. the ability to implement it into the system.. i've spoken to multiple people and have been told it needs to be setup through a server of sorts with SQL...
I will give you a link, if you can offer any insight.. i will be extremely grateful.
