Question / Help Highest Quality Local Recording Settings (AMD)

I have an R9 290 was having issues with missed frames with the OBS I downloaded from the site, so I found this AMD VCE Encoder one and it improved greatly. (got it from https://obsproject.com/forum/threads/obs-branch-with-amd-vce-support.13996/).

2 questions:

1) Is this version what I should be using for an AMD card?

2) The menu to this version is very confusing, and I was wondering if someone could help me with what to set this at with my specs (image below)

My specs:

I5-3570k at 4.2ghz
R9 290
16GB Ram

and my goal is 1080p, 60fps with file size not an issue as I just got a 5TB HD.

So what would I do to maximize quality within what my rig can handle?

1. If you want to use the hardware encoder on your AMD GPU, yes.

2. The VCE fork you're using isn't an official build and isn't supported. You'll want to post any questions in the thread you linked.
