High Spec PC hard stutters

Hey guys, hope you can help.
I got an PC with pretty high specs RTX 3070,Ryzen 9 5900x, 12GB Ram.
Yet i still get constant heavy stutters in the recording not even the game just the recording.
I tried multiple "solutions" nothing helped so i rly hope I can get some help here since its kinda driving me insane.
And yes i know it says encodec lags in the logs but none of them seem to be fixin the problem.

12gb ram? - I guess that means you have 3 slots filled which is less than ideal in a dual channel mobo and is guaranteed to introduce latency while recording. Either add another or remove a stick.

And make sure you've checked into/dealt with the AMD BIOS induced stutter (some system, I don't know exactly which and if your motherboard/CPU is one impacted)

After lowering bitrate (a lot) it may be worth testing with noise suppresion and beta audio plugin disabled
