There are so many things wrong I almost dont know where to start:

Ok, dont stream over wireless, this is probably contributing to your packet loss.

Second, once you get your wired connection, run this tool for your region:
http://www.teamliquid.net/forum/tech-support/478845-twitchtest-twitch-bandwidth-tester

then post screenshots of the results.


Third, can you try to uncheck "use low latency mode from OBS. it might be called minimize network impact, I cant recall.

Forth, change your preset to veryfast and leave it there, in combination with network issues you are also having encoder issues. leave this at veryfast until we deal with those.

Fifth, uninstall razer Synapse or whatever Razer utility that is trying to hook the scene. This might be a recording program or a program that has an on screen overlay.
