Question / Help High Ping and Frames Dropping

So i think that my internet is the issue for the high ping but i am not sure. I also find myself dropping quite a lot of frames!

Specs -
GPU: GeForce GTX560
CPU:AMD Athlon(tm) II X2 260 Processor
Memory: 4.00GB

I understand that my upload speed is really bad, so is this why?/is there another possible way for me to stream without experiencing high ping in game?

If you already are experiencing a high ping in-game while streaming at a mere 380 Kbps bitrate in OBS then... no, there is no way for you to stream without high ping.

Mind you, 1080p at 380 Kbps is not going to work either way. If you are forced to use 380 Kbps you are going to have to drop the resolution a lot (using Settings -> Video -> Resolution Downscale). And I do mean... a lot. Like, 3.00 (360p). There is no guarantee that would help with the high ping but it may be worth a shot.

Your settings are totally bad unfortunately. 380 for 1080p? I think you need to go over the guides again and use our estimator
