Lately, I've been having an issue trying to stream 720/30. When I'm on a normal screen (without game showing or playing) I get full quality FPS... but when I put the game on the second monitor to play and get into action, my GPU usage goes to 99%, and the FPS in OBS fluctuates and gets super choppy. I can't have a quality stream because of it.
I've actually had this issue before, and turning off NVIDIA Shadow Play fixed it... but now the issue is back. The only thing I can think of that I've done recently is install software for the El Gato HD 60 and plug it in. Since, the FPS issues are back. I've even tried uninstalling the El Gato software and unplugging it from my machine, but I still have the same issue.
I've Googled the issue and tried every single thing I've come across (lowered quality in game, capping frame rate in games, using VSYNC in games, etc.)...

- AMD Ryzen 5 1500x
- 16.0 GB Dual-Channel 1197MHz
- Gigabyte AB350-Gaming-CF (AM4)
- NVIDIA GeForce GTX 1050 Ti (EVGA)
- 1863GB Hitachi HUA7203020ALA641 SATA
- 476GB Samsung SSD 850 PRO 512GB
