Preset change didnt do anything beneficial. What does cbr do, it says I hope your know what your doing so im slightly worried on what it actually does.

Did you update your OBS already? The version in the log file is ancient, it probably has grandchildren already.

Yea It seems to be working now that im testing it with all the suggestions thanks guys. Does anyone know how to make the stream less delayed? Its atleast 10 seconds behind atm.

A reduced delay always comes with a decrease in quality, you can try these custom encoder settings in advanced options(but first start with the veryfast preset):
sync-lookahead=0 sliced-threads=1 rc-lookahead=0 bframes=0
