Not to sound like a broken record...It's most likely Game Mode, it was re-enabled, turn it off. Game Mode cripples OBS

If you don't have the toggle you are on an older version of Windows 10 that has it on by default. The newest version of Windows 10 is 1809 (2018 September)

Is it not possible to turn off until you update to 1809? And it's stuck on? :O
