High FPS, but feels like 50-60FPS

Hello,
I am using a RX580 and a Ryzen 5 2600X to stream CS:GO. Even tho I have high FPS, my game feels very laggy. I dont have to stream to make it lag. The second I start OBS my game feels like 50-60FPS. (but it runs on 160FPS)
I know that my setup isn't the best for streaming, but I'd like to fix that problem, if possible.

I'd appreciate any help. Thanks.

Update windows to 2004 update or later, and run OBS as admin.
 
It runs waaaay smoother. I didn't think that the new windows version would make such a difference. (or maybe running as admin)

It's the windows update that the main improvement. The 2004 update helped to fix the long-standing issue with running GPU-accelerated programs running on separate monitors that had different refresh rates. Since the preview of OBS is GPU-accelerated, this can cause issues with your game.

Running OBS as admin will help with rendering lag (i.e. the frames that OBS can grab from the game, as well as the entire scene compositing).
