High end PC - Stream bad

Title says it all. I'll list the PC build first:
GPU: Powercolor Red Devil 7900XTX
CPU: Ryzen 7 7700X
RAM: Corsair DDR5
PSU: Corsair 1000W (gold/plat can't remember)
MOBO: ASUS
Resolution: 2K 165Hz
Never updated BIOS, running default settings. Updated Windows, drivers, etc...
Attached speedtest screenshot for network.

I've tried x264, AV1(youtube only for stream), AMD HW, nothing seems to work. Tried all the bitrates, tried running variable (that was even worse), tried running default settings, almost anything. Tried rescaling and without. Also, i'm trying to stream 1080p@60frames but whenever i check my stream online i can only go up to 720p. I've also watched the vods, the streams till was pixelated/blurry. I also use a camlink if that makes any sense.
To be honest, recordings are better than the streams. They are not horrendous, but they're not as crisp compared to other streamers that use the same setup or even worse.

Im at work right now but i will post a log ASAP.
Ive tried streaming on youtube/kick/twitch. All types of combinations of settings. Tried even AV1 on youtube (a bit better quality).
Thing is, im also recording and sometimes even the recordings are at times blurry.
The blurriness usually starts to fade in when pc gets under more stress (temperature) or so i think. But i call that bullshit since im running, in my opinion, a killer build.
What im streaming/recording: Dark and Darker (2K@165Hz) rescaled to 1080p@60Hz. Tried without rescaling, same thing.
Coning back later today with log.

Never buy Radeon if you plan to stream! No one will tell you about this, and on YouTube they only tell tales about good quality. Either way, we need to take a look at your settings. I think we can help you. You just need to know how streaming platforms work.

There are dozens of topics like this on the forum.

First you should fix everything that is recommended here

Let's look at kick.com. Here's what you need to know

Platform servers do not transcode the source video stream. That is, viewers will receive the same picture quality as if you were recording a video with the encoder settings used for broadcasting (twitch works in a similar way).

Thus, it makes sense to specify resolutions of 936p, 900p, 864p in order to improve picture quality by saving bitrate. The same goes for video frame rate. However, avoid 720p resolution, as this is the resolution from which the broadcast will be transcoded and the quality will be much worse.

Maximum resolution 1920x1080, bitrate up to 9000 kbps (without audio). Strict technical restrictions have been set! If you exceed them, the broadcast will not be displayed, or will be buffered or reconnected.

Twitch works almost exactly like kick.com. With YouTube everything is more complicated.

Now regarding the encoder. I can recommend the following settings to keep the CPU impact to a minimum.
You are experiencing network frame drops, so I specifically specified a lower bitrate.

x264 Options: ref=2 no-mixed-refs=0 trellis=1 bframes=0 rc_lookahead=30 scenecut=20 weightp=2

If your FPS in the game is ok, then specify the faster or fast preset. If you can use medium, then this is the best option.

If possible, you can buy an NVIDIA Turing graphics card, such as a GTX 1650 GDDR6, to use only for streaming. Of course, if the motherboard has 2 PCI-E slots and there is another 8 pin connector for power.

The second option is to build a streaming PC if you are willing to go far for quality.

I also have the possibility to swap the 7900xtx for a 4070ti msi suprim or 4080.
Should i do it ? I want to stream/make content so its very important for the quality to be crisp.
Take in consideration that i have a 2k display and i think they wont be able to stand it all

100% I would choose 4080. If we are talking about streaming then NVIDIA or Intel Quick Sync. Even the 4070 ti can handle 2K resolution just fine. Don't forget about DLSS 3.5.

Many people try to save money by buying Radeon, but they really regret it when they get ready to start streaming.

Have made all the changes mentioned above. I have no more errors in The Analyzer. Using settings provided.
The blurriness is not that bad anymore but you can still feel it.
There's one thing though... i can't get it to stream to 936p. Changed resolution to 1664x936 but when i go on KICK i see only 720p. Any ideas why that is?

Then you will have to use FullHD resolution. Just avoid 720p, it's unacceptable.

To be honest, I don’t know what this is connected with. I don't stream on kick.com at all, but I always get 936p or other.

I am glad to help! Here's the information for YouTube then. For Twitch everything is the same as for kick, but you can safely use 720p or more. Bitrate for video is no more than 8000 kb/s

One more question: is there a chance you could help me with some recording settings? I mean, in my perception recording should be way less stressful than streaming but its not a big difference between them

UPDATE 1:
The quality has been improved in both streaming or recording. And because of that i would like to thank everyone that has replied to this thread.

UPDATE 2:
Today i will swap my 7900XTX for a 4080 MSI 3x Ventus. Should i go for it for streaming/recording purposes?
Feels like the drop in frames is very minimal, but the extra features feel like a very big plus.

Personally, I'd swop to the 4080 without a moments hesitation.
Thats what others told me. Im talking specifically about this one, the MSI 3x Ventus.
Heard its not really the best out of the 4080's. Keep in mind that im not very knowledgeable when it comes to new gpus. Thanks
