Question / Help High encoding warning issue

Hello I have a new PC that is running an i5 Skylake 6600k 3.5ghz, Asus Sabertooth z170s Mobo, Asus GTX 960 and 16gb ddr4 ram with windows 10 and 60/5 speeds I've set all the obs settings to the optimal numbers according to many yt guides and forums but I keep getting a High Encoding warning and a laggy stream on both CSGO and H1z1 can anyone help? Please and thanks! I should also add it happens on both 1080 and 720p and both 60 and 30 fps
