Question / Help High encoding issue w/ OBS while streaming

So recently i've been getting this error on my OBS while attempting to stream.

I'm attempting to stream @720p 60fps,
CPU: i5 4690k
GPU: msi gtx 970

I would really appreciate any help because i've tried just about everything and all i want is to be able to stream consistently without any drops or buffering.

ps: i have a download speed of about 30mbps and upload of 6mbps

just tried this, sadly nothing really changed, my key interv was already 2.
