Question / Help High Encoding error on new setup

I've been having trouble with choppy stream and now im seeing a warning: High Encoding message in the bottom of my obs. I recently got a new computer so I'm new to stream and I'm not sure if my setting are correct. This is the link to the log file

My specs are i5 6600k @ 3.50 GHz
RAM 16 GB
Nvidia GeForce GTX 1070

Any help is super appreciated

Another note is that this only seems to happen frequently when I stream overwatch, I don't see the same problems when I stream league of legends. I have my overwatch settings on Epic currently and have heard that turning on vsync may help, would that be the problem?
