Question / Help High Encoding despite good PC / Internet

PC: Processor: AMD FX(tm)-6300 Six-Core Processor. 3.50 GHz - 8GB Ram

Internet: Speedtest: Ping 8ms - Upload 20.86ms

Sometimes during my stream, I get high encoding CPU usage. Before I stream, I check the taskmanager tap to make sure I've closed down all programs running in the background. For me, those are Steam, Spotify and my Razer program.
OBS is placed at the top of my encoding priorities.

I stream via an Elgato which inputs the feed from my XBOX One. Mostly I keep it stable at 30 fps, with the odd drop to 28.
The only programs I have running are my chat on Twitch (I pause myself on my own channel, I just use it to read chat), a Twitchalerts program (very small) and OBS.

The issue is when I have to open another tab, or even sometimes when I get multiple twitch alerts in a row (follow train, donations) I sometimes get a high encoding message, with my frames dropping to as low as 22 fps. This also happened in my last stream (the log).

My PC specs are very similar to a variety of streamers that I follow, yet they seem to have no issues whatsoever doing multiple things without losing quality. For instance, they stream PC gaming (I don't) and run several programs (like Spotify) during stream.I'm not very handy with PC's, everything about streaming I learned from tutorials. Is there any way to change the high encoding? I fear losing too much quality will cost me viewers, especially now that my stream finally seems to take off more and more. Any help is welcome.

Bump.
Any help would be greatly appreciated. Had to cut the stream short tonight because of the amount of frame drops. Never had this issue before, suddenly it's there.
