Question / Help High CPU Usage.

So i just Factory Reset my Computer, i was using OBS to stream beforehand and i reinstalled it, and now it's saying that my Cpu usage is too high? I'll put my specs and settings below.

CPU: i7 - 5820k @ 3.30 GHz
GPU: GTX 970
Ram: 16 GB

Setting i used to use for obs:

Encoding:

x264 - Preset - Veryfast
Use CBR: Checked
Quality Balence: 8
Enable CBR Padding: Checked
Use Custom Buffer Size: Checked
Max Bitrate: 3000
Buffer Size: 3000

Video Resolution: 1280x720 @60 FPS.
I used these exact settings before the Factory Reset with an older version of OBS and it worked just fine? If anyone could help me out that'd be awesome!

if you have cbr active the quality balance doesnt matter. dont use a custom buffer size. your i7 should have a lot of more power. if i stream with my xeon @3,7GHz i have at veryfast maybe 10-20% usage. (i use custom settings but it should be comparable with medium) does obs use your cpu so strong? or maybe other application is using your cpu?

That's what im saying. It doesn't matter what i set anything at, it says "warning High CPU Usage" if i check task manager the highest its been since the Factory Reset was maybe 40% when running games and browser and obs. I went to best buy to talk to some people about it today, they said it possibly might be the new Nvidia Drivers i downloaded so i'm going to revert back to some older drives to see if it makes a difference

So i reverted back to a driver that released in january. and nothing fixed. still choppy. goes from like 200 fps to 10fps only when i have obs open. Whenever its encoding it lags everything. I'm not really sure. Should i try and factory reset it again? Not sure what to do at this point

Even watched my cpu while having obs and everything open. doesn't even hit 30%. nothing crazy happens to my Cpu, ram or anything of the sort. I'm really not sure whats causing it.

So i just looked at my MSI Afterburner and it shows my CPU Peaking for no reason? Even when nothings open some of the cores are hitting like 80%? The cpu was getting a little hotter than normal so i turned up my fan which dropped the temp a little

So i scanned my computer with norton it found a "cloud9" with high risk and removed it, that helped a little but obs is literally taking 50% of my cpu which it shouldnt be. I don't know why its sapping so much of my cpus power
