I am currently getting high cpu usage my upload speed is great but my cpu usage is bad can people tell me what settings to run please.My Log:

Aside from some duplicated frames which aren't that big of a deal, OBS seems to be running perfectly fine. If you are having in game performance issues, the only thing you can really do is to downscale more in Settings>Video

edit: Oh, you could also try using NVENC instead of x264

How do i use NVENC it doesn't let me click press on it.

Hm, if you are updated to the latest NVIDIA GPU drivers and still can't enable it, then you may unfortunately be stuck with one of the 600 series GPUs that doesn't have the NVENC chip. But, check www.nvidia.com for the latest GPU drivers and install those first.
